The Challenge

Scenario: Ticket OPS-5150 - the nightly compliance run spends most of its wall time gathering facts nothing reads, while the play that genuinely needs facts has gathering switched off and crashes on ansible_facts.

Make the banner play gather nothing, the report play gather only the subset it needs (no hardware facts), and configure a JSON-file fact cache at /tmp/ansible_facts with a 3600-second timeout. Then run check.
